I have the same carburetor on my generator. That solenoid stops the fuel from entering the carb when the motor is turned off. It is suppose to prevents backfiring .
The solenoid is frozen. That is why it won't move. Did you check to make sure the solenoid is getting +12Vdc when the key is turned on ? If it is then remove the solenoid and
tap the pin down with a hammer and reinstall it. If it starts then it was the solenoid. If it still won't start then your carburetor is probably gummed up.
Fuel is not able to get through the passages in the carburetor. When you said you cleaned the carburetor, did you physically take it apart or did you just
spray carburetor cleaner? Spraying carburetor cleaner down the venturi and idle adjustments screw ports will not remove the fuel deposits in small
passages inside the carb. You should take it apart and soak it in cleaning solvent. Let use know what you find.
