John Deere Snowblower 7hp Tecunseh Governer problems

Just got a John Deere snowblower and posted a previous thread about spitting gas out of carb found out valve spring retainer shattered and intake valve was loose now that is fixed motor is running good accept for now the governer just revs the engine to top speed no matter what and if I hit the accelerator the engine runs to fast does not sound good and under load the governer does not kick in. Any ideas well be much apprieciated.

Bandit,

Governor is centrifugally operated with engine speed. As engine speed increases,
centrifugal governor gear and spool push outward on governor arm which closes
the throttle linkage. If....when you increase engine speed, you cannot FEEL the
governor lever the throttle link hooks to being pushed close.....the governor is NOT
WORKING. Weights on gear may have come out from lip of spool. Check linkages
and clamp for anything that may have come loose. You may have to pull the side
cover and do some internal repairs. Not expensive....just a bit time consuming
because of having to remove all the PTO attachments.

Its been awile since the last time I repaired a governer on a small engine and that was on a two cylinder briggs on a Maury and it was a pain in the rear end. Are the vertical single a little easier to work on the governer.

Well found out the governer is still working it is just way out of adjustment was in tune until I had to take the carb off and the head off to do some valve work what are the steps to re adjusting the governer on engine model H70-130159D I have heard with the motor off loosen the governer bolt and then hold the throttle wind open and tighten the bolt, but that was not from a very reliable source if someone knows the proper procedure please let me know thanks.
