You say your gen is only producing 13vac! This is most likely WHY THE GOVERNOR IS NOT speeding up the engine, you have a electrical problem, not a governor problem! These type generators only operate a 1800 rpm for the correct output voltage of 115-120 volts at 58-63 cycles per second, or 60 Hertz, therefore they sound like they are not running fast enough which can be mis-leading and the engine speed increases very little when loaded! (You are probably actually overspeeding the engine when you manually advance the governor arm, trying to get more voltage! Do like Carl says and get a frequency meter, (it may or may not read correctly at the lower voltage of 13 volts, some will some won't) and the Onan manuals have a real good troubleshooting section! You ask about the wiring for the remote control, it's also in the manual as a optional remote control!
The SERVICE manual will have instructions for checking the brushs, etc!
