The resistance ring to ring should be 45-55 ohms! With the gen running the voltage brush to brush should be approx 15vDC!
The amps from the battery when you connected should have been approx .250 (250ma) and not over .3 amps! With the resistance you indicate the battery leads should have fried! I(amps)=E/R 12/45=.26 vs 12/.02 ohms=600amps (you might want to check and see if your ohmmeter reads correctly!
Also their are 6 versions (at least of the EB3500 per the serial number range for parts!
Also the AVR (Automatic Voltage Regulator) could have went out and sent a high voltage to the rotor and caused it to fry! (the service manual warns about immediately checking the brush voltage and if over 15 volts SHUT IT DOWN AND REPLACE THE avr AND RETEST BEFORE THE ROTOR IS RUINED!
AVR's and rotors are high dollor new! (and its not uncommon for the AVR's to go bad on the Honda's)
Might watch flea bay for a complete generator section if you have a good engine!
The rotor is toast my friend providing you made good contact with the slip rings when doing the ohm test.
